At any given time, Indian banks hold tens of thousands of crores in deposits that nobody has claimed — accounts where the depositor died without nominating a successor, fixed deposits that matured and were never renewed or withdrawn, savings accounts that went silent for years. The regulatory framework for handling these unclaimed balances has evolved from near-neglect to a structured system with the Depositor Education and Awareness Fund, mandatory transfer after 10 years, free reactivation of dormant accounts, and — since December 2024 — an explicit instruction to take an "empathetic view" toward Jan Dhan beneficiaries whose accounts were frozen for KYC non-compliance.
