Government initiatives

The central government on its character has required states to designate nodal police in each area to limit the conflicts of mob brutality and lynching. In its report, the Home Ministry stated, the nodal police should be of the administrator of the policy-level officers. It has also proposed to set up a specific task force to obtain secret reports about the characters who are expected to perform such violations or who are committed to developing hate communications, intriguing reports, and fake news. Home Ministry stated the method of identification should be made within a period of three weeks. The Ministry said, anywhere it is determined that a police officer or an administrator of the district administration has worsened to comply the ways to stop such violation of mob brutality and lynching, it should be viewed as an act of willful indifference and mischief and effective response must be taken against the administrator concerned. The report has been sent to the states and Union territories following a Supreme Court directive published in this notice on the 17th of this month.

Home Ministry ordered state authorities to execute the management of the Supreme Court in character and quality. The Ministry said police should file FIR against characters who advertise unpredictable and explosive reports and videos having content that is expected to encourage mob violence and lynching of any sort.

Creation of Two High-Level Committees

Two high-level committees have been established by the Central government to recommend policies and statutory structure to efficiently trade with conflicts of mob brutality and lynching. One of the committees is holding headed by Union Home Minister Rajnath Singh and the other by Union Home Secretary Rajiv Gauba. The move came a week after the Supreme Court asked the Central government to establish a law to administer with episodes of lynching and take effect on mob violence. The government considers the new regulations of the Supreme Court on the issue of mob violence and has published an advisory to state governments urging them to take sufficient steps to restrict conflicts of mob brutality and lynching and take powerful performance as per the law. To form suitable steps to discuss the situation, the government has set up a high-level committee chaired by Union Home Secretary Gauba to think upon the subject and make suggestions. The Directors of the law, legal proceedings, legislative, and social justice, and empowerment activities are parts of the organization. The commission will present its proposals to the government within four weeks. The government has also concluded to develop a Group of Ministers (GoM) supervised by Home Minister Singh to investigate the credentials of the high-level representatives of the Secretaries. External Affairs Minister Sushma Swaraj, Road Transport Minister Nitin Gadkari, Law Minister Ravi Shankar Prasad, and Social Justice and Empowerment Minister Thawar Chand Gehlot are parts of the GoM. The GoM will present its support to Prime Minister Narendra Modi.

Recent cases of Mob Lynching

Lately, on 19th July, in the eastern Bihar, a mob hit to death three men presumed of attempting to abduct cows. Likewise, on June 26th Tabrez Ansari’s father, Maskoor Ansari was also murdered by the mob in a way related to his son, fifteen years ago, he was seized by the mob while performing theft and was lynched. Lately, on 27th July 27, 2019, a juvenile of 14 years has been killed by the mob, he was arrested while performing theft in Ashok Nagar, Delhi. West Bengal President Dilip Ghosh on Wednesday claimed that maximum people are doing lynched at West Bengal for Jai Shree Ram chants.
